Creating Safer, Fairer and More Inclusive Prison Environments

At SEETE (Securing Enabling Environments Through Empowerment), we believe that every person in custody should feel safe, respected, valued, and treated fairly, regardless of their ethnicity, culture, religion, nationality, gender, age, disability, or background.

Prison is an opportunity for rehabilitation, personal development, and positive change. For this to happen effectively, individuals must feel confident that they are being treated with dignity, have equal access to opportunities, personal requirements and can access the support, services, and resources they are entitled to while in custody.

SEETE works alongside prisons, probation services, equality teams, and community partners to help create environments where fairness, inclusion, wellbeing, and rehabilitation are at the centre of prison life

Our Approach

SEETE's Equality, Welfare and Cultural Inclusion Programme has been developed through professional experience, community engagement, and lived experience of the criminal justice system.

We recognise that when prisoners feel heard, understood, respected, and treated fairly, prisons become safer, calmer, and more rehabilitative environments for everyone.

Our role is to work collaboratively with establishments to identify opportunities for improvement, strengthen communication, promote equality, and support positive relationships between staff and prisoners.

We believe that equality is not about giving special treatment—it is about ensuring that every individual has fair access to the support, services, opportunities, and resources they are entitled to.

 


 

Supporting Prisoner Welfare

Good welfare support is fundamental to rehabilitation and wellbeing.

SEETE works to ensure prisoners understand their rights, responsibilities, and available support services whilst helping establishments identify areas where additional engagement may be beneficial.

We help promote:

  • Fair access to healthcare services
  • Access to mental health support
  • Access to education, training, and employment opportunities
  • Access to faith and chaplaincy services
  • Access to family support and relationship services
  • Access to rehabilitation programmes
  • Understanding of prison policies and procedures
  • Confidence in raising concerns through appropriate channels

SEETE supports establishments by promoting:
